Qualified on the content I am responsible for because: For over 30 years I developed, started and managed new delivery systems for treatment, case management and crisis services for people and families struggling with mental illness, HIV/AIDS and substance abuse. I had the responsibility and oversight of the only three community based sites for the innovative Parachute program in NYC that is being discussed here. I have presented over 100 papers and projects at national and international conferences.
