Leveraging Open Data for Public Health: Challenges, Opportunities and Key Perspectives

With the advent of Open data, Big data, EHR data and data from multiple other sources, the window of opportunity for accessing data to impact some of the ten essentials of Public Health challenges is wide open. Open data seeks to provide access to reusable, platform independent, machine readable and relevant data. Access to data is actionable, and numerous opportunities exist that can assist the public, states, advocates and policy makers to identify appropriate interventions and/or policies, which can in turn reduce morbidity and mortality. This research initiative focused on the challenges, opportunities and key perspectives associated with providing and utilizing data from open data sources. Challenges associated with providing Open data are driven by consumers expectations, these include: 1) reliability; 2) organization; 3) update frequency; 4) supporting metadata; 5) consistency and most important 6) relevance. Opportunities for providers include: re-use; cost savings on analysis; time savings on dissemination; and cross-platform visibility of data inconsistencies. User opportunities include: access to data as: input to other process; for data visualizations; and for mash-ups with data from other data sources. Methods employed: 1) Exploration of opportunities for utilizing open data to highlight the need for potential public health interventions; 2) Review of site data analytics to show utilization; 3) Focus group discussions to capture provider challenges; 4) Metrics captured as part of user experience testing; and 5) Cost-to-benefit analysis to determine initial and maintenance costs, platform independence, ability to re-use for other divisions, as well long term scaling and flexibility.
Learning opportunities from this project include: (1) impact of the government open data initiative; (2) feedback about data dissemination to open data sources; (3) review of existing Open Data innovation projects.
