Public health professionals tend to be absent from deliberations about built environment standards and model codes and their implementation. This presentation will describe how this LI course intends to improve the knowledge and skill sets of public health practitioners about the codes development process in the USA, the input needed to create an evidence-based advocacy strategy for improved building codes that protect the public's health and how to become involved in the codes implementation and monitoring process.

Research, consulting and standards/codes-focused activities are outlined, spanning five decades in several countries and providing a rich set of insights. These owe more to field-based studies and interventions than would have been gained through academic study although, increasingly, immense value is seen in productive interactions with multiple disciplines in academia, government and the private sector. Such an orientation has proven valuable in the field of built environment standards and codes, especially from a “home” in public health. Professionals in public health have, as a group and as individuals, much more to offer to the development of built environment standards and codes than found elsewhere; however these professionals need to be made aware of their roles and how best to employ them.

Building Codes for commercial and residential built environments differ, and those differences appear to be causing a significant increase in injuries in residential settings. What legal obligations do organizations who develop, adopt or enforce these codes have for the safety and well-being of users, particularly those who are being injured because of the differences? How might an individual or public health community effectively use the law to achieve a safer and healthier built environment? Are there other effective institutions or stake holders who can work in conjunction with the law to bring about change?

This presentation will summarize the costs in 2014 of selected US home injury risks that are structure-related including burns, falls, and carbon monoxide poisonings. It will define the different categories of costs and discuss how best to communicate them. Interactively with the audience, it then will work an example to demonstrate how to apply the costs to analyze return on investment in preventive interventions. Finally, it will summarize available evidence on the return on home safety investments.

Translating Between Disability Rights and Code Requirements: Why Bother?

U.S. Federal civil rights laws prohibit discrimination on the basis of disability in the built environment. With the enactment of the 1991 Americans with Disabilities Act, compliance with federal accessibility standards covering most new and altered buildings and facilities in the U.S. became mandatory. Design professionals, owners and operators of public and private buildings, and businesses, accustomed to complying with minimal building code requirements for accessibility were thrust into a new and potentially litigious world. To protect not only the rights of individuals with disabilities but, also those subject to the ADA, the code development community needed to align its work with the Federal requirements. At the same time, Federal agencies responsible for the ADA Standards had to refine their work to incorporate knowledge of the built environment possessed by the code developers. How did they learn to talk to one another? What can the public health community learn from this experience? What role should public health play in future development of accessibility requirements and the codes in general?

The world around us, particularly the built environment, has a direct impact upon our health and well-being. Therefore, it is critical that Public/ Environmental Health practitioners be properly trained in the history, meaning, and importance of health and safety codes which address, promote and assure a safe environment for the health of the public. Further, identifying and working with those entities in the field which have a built environment focus is also critical.

Applicable aspects of a good evidence base do not magically impact the development of standards and codes for the built environment. That happens when a small, critical mass of people become knowledgeable about, and effectively engaged in, processes for which public health education and experience, while valuable, are not sufficient. Bridging between public health and the design, construction and operation of built environments — via standards and codes — is achievable on a larger, more-effective scale than heretofore accomplished and such bridging is greatly needed. The 'stepping stones' are mostly in place; they can, and should, be utilized.
