High Stakes: Reframing the Conversation about Youth Substance Use (Quality Improvement)

As increasing emphasis is placed on addressing addiction as a health and public health issue new strategies are needed in schools, health care, and community-based settings in order to move beyond “Just Say No” to the adoption of more meaningful approaches to prevent and reduce substance use among youth. The Conrad N. Hilton Foundation, along with grantees of their Youth Substance Use Prevention and Early Intervention Initiative, will discuss recent efforts to promote a public health framework for preventing substance use disorders in youth. AAP will discuss their Quality Improvement approach to implementing standard, including the development of quality measures for the SBIRT framework and utilization of Plan-Do-Study-Act (PDSA) cycles to make project improvements. The presenter will discuss projects in several states (GA, CT and UT) where the approach is being tested and describe the key learnings from application of the public health intervention in pediatric settings.

The "nuts and bolts" of SBIRT implementation with youth in primary care in NH. In 2013 the Conrad N Hilton Foundation and the New Hampshire Charitable Foundation partnered to implement youth SBIRT in community health clinics across the state, with a particular focus on Federally Qualified Health Centers (FQHCs). This presentation will discuss the learning from the project including the ‘how-to’ of implementation and specific opportunities and challenges associated with applying this public health approach for preventing and reducing youth substance use.

This speaker will present on the implementation of SBIRT (Screening, Brief intervention, and Referral to Treatment) in school-based health clinics across the state of New Mexico. Included in the discussion will be information about the development of a brief assessment tool to help tailor the intervention response, opportunities to use technology to provide training in rural areas, and the applicability of SBIRT in school health clinics with high populations of minority youth.

Hilton Foundation, along with grantees of their Youth Substance Use Prevention and Early Intervention Initiative, will discuss recent efforts to promote a public health framework for preventing substance use disorders in youth. This presenter will speak to the evaluation of the strategic initiative and strategies the Foundation has adopted to develop and disseminate key learnings associated with the implementation of SBIRT (Screening, Brief Intervention, and Referral to Treatment) in a range of settings that serve youth. The speaker will highlight data and evaluation results and other innovative approaches to utilize technology, engage youth in peer led efforts, and share learnings with the field.
