Ending the Tobacco Epidemic in the United States: Healthy People 2020 Midcourse Review

Key Points: Fifty years after the first Surgeon General’s Report linked smoking and lung cancer, more than 480,000 Americans continue to die each year from smoking-related disease in the United States. Healthy People 2020 (HP2020) provides a road map with science-based, 10-year national objectives for improving health, including 77 objectives related to tobacco use. HP2020 tracks progress made toward targets in tobacco use, and details evidence-based interventions proven to be effective in reducing tobacco use. In 2016, the HP2020 midpoint, the Tobacco Use topic area had met or exceeded targets on 8 objectives (11.8%), and reported improvement in 25 objectives (36.8%). Educational Experience: This presentation offers suggestions for overcoming challenges in tobacco prevention and control efforts as progress is tracked over the course of the decade, such as maintaining continuity and trends among nationally representative data sources. Midway through the decade, the tobacco use topic area is on pace with 33 (48.6%) of the measurable objectives already achieved; however 30 (44.1%) objectives have seen little to no detectable change and 3 (0.4%) objectives are getting worse. As more objectives are operationalized, and surveillance in areas of tobacco use, smoking cessation, and healthy systems is enhanced, we anticipate that more objectives will improve throughout the remainder of the decade. Benefits: Healthy People's success depends on a coordinated commitment to improve public health; and reflects assessments of major risks to health, changing public health priorities, and emerging issues related to health preparedness and prevention strategies. The HP2020 framework and indicators can be used as a template by states and communities to assess health, facilitate collaboration across sectors, and motivate action at all levels. HP2020 communicates high-priority health issues and interventions, and synthesizes data into health promotion tools allowing states and communities to gain increased access to national tobacco prevention and control initiatives.
