Many complex and systemic challenges such as racism and mental health stand at the root of community health issues. If the public health workforce is going to address these challenges, we need to learn differently. Existing workforce development models focus largely on improving individual competency, but that alone is no longer sufficient to create a workforce equipped to address the complex challenges occurring at the organizational, community, and systems levels. The Public Health Learning Network (PHLN) is a national consortium of ten Regional Public Health Training Centers (PHTCs) and their partners. The PHTCs are located in top universities within schools and colleges of public health and provide high-quality, relevant training to address the learning needs of the public health workforce. As a strategy for addressing long-standing community challenges, the PHLN has developed a new resource, \"Creating a Learning Agenda for Systems Change: A Toolkit for Building an Adaptive Public Health Workforce.\" The Learning Agenda Toolkit encourages learning to be aligned with community challenges to impact systems change. It details a process to build the collective competency of the workforce to address these complex challenges through multiple Learning Approaches implemented over time. The Toolkit includes a conceptual Learning Framework, which illustrates the concepts behind the Learning Agenda and planning tools for public health leaders and workforce development specialists, such as those at the regional PHTCs, to accomplish the Learning Agenda’s steps and achieve their vision of systems change. The Toolkit will be field-tested to see how organizations might use the tools to create a Learning Agenda for a community challenge they are working to address. This session will describe the need for a new model for learning, the purpose of the Learning Agenda Toolkit, and how it can be used to develop deeper levels of learning to build collective competency and address complex community challenges. Results from the pilot study and examples of its earliest uses will be shared.
