Challenges like racism, poverty, food deserts, mental health, climate change, the opioid crisis, police violence, and a growing political divide, increasingly require public health agencies to engage in multi-sectoral collaboration, promote collective learning, and implement multi-level interventions. Indeed, numerous public health reports highlight the expanded skill set needed for public health professionals to be effective as the world of public health evolves (e.g., Public Health 3.0: A Call to Action for Public Health to Meet the Challenges of the 21st Century; Building Skills for a More Strategic Public Health Workforce: A Call to Action). Building the workforce’s ability to respond to existing, emerging, and urgent population-level challenges calls for focusing on the level of impact desired, and designing a learning approach that will achieve that impact. In 2018, the Public Health Learning Network (PHLN) released its Strategic Workforce Action Agenda (SWAA) that included recommendations for how to address current and future public health challenges through a coordinated system of effective, efficient, and quality learning. The SWAA findings showed that existing workforce development approaches are inadequate to address the systems changes and complex challenges facing public health practitioners today.","NearbyAssignment":"","Presented":"","SkillOutcome":"After participating in this Learning Institute, participant will be able to:- Explain the Public Health Learning Framework;- Articulate the benefits of developing a Learning Agenda to address systems change; and- Apply tools from the Public Health Learning Agenda Toolkit (www.publichealthlearningagenda.org) to facilitate deeper stages of learning that can increasingly impact systems change in their area(s) of focus","ChildList_Person":["Person/331560"],"OtherEvalSessionid":"0","CateringChargeTo":"","FirstTimeExhibitor":"0","ForceInSchedule":"0","_originated":"2026-02-11T03:24:36","Rating":"A","CateringRequest":"","NewProduct":"","CECredit_VET":0,"MergedInto":"0","SuperSlotid":"0","ChildList_RecordRelationship":[],"EntryCitation_chicagobio":"Davis, Sarah, MNM, Rose, Barbara, MPH, Todd, Karla, MBA, MSM, and Lloyd, Laura, MPH, MCHES. \"Learning for Systems Change: Practical Application of the Public Health Learning Agenda Toolkit for Building an Adaptive Public Health Workforce - Fee: $215.\" APHA-LI Course presented at the APHA 2021 Annual Meeting and Expo, Denver, CO, October 2021.\n","CancellationNote":"","ChildList_Available":["Available/Virtual"],"Attendance":"0","TopDisplay":"<b>Sarah Davis, MNM</b>, Rocky Mountain Public Health Training Center, Colorado School of Public Health, Aurora, CO","MeetingTitle":"APHA 2021 Annual Meeting and Expo","PresentationPlatform":"Virtual Only","MaxSeating":"0","PodiumHidden":"0","CEEvalWithoutCredit":"0","Child_MediaFiles":"MediaFiles/Session63499","Avail_InPerson":0,"Comments":"This Learning Institute can take place in-person or online. Given the complex challenges at the root of community health issues (e.g., racism, poverty, mental health, climate change, etc.), public health professionals must be equipped to engage in multi-sectoral collaboration to bring about systems change. Numerous reports highlight the expanded skill set needed to be effective as the world of public health evolves (e.g., Public Health 3.0: A Call to Action for Public Health to Meet the Challenges of the 21st Century; Building Skills for a More Strategic Public Health Workforce: A Call to Action). Building the workforce’s ability to respond to existing, emerging, and urgent population-level challenges calls for focusing on the level of impact desired, and designing a learning approach that will achieve that impact. In 2018, the Public Health Learning Network (PHLN) released its Strategic Workforce Action Agenda (SWAA). The SWAA findings showed that existing workforce development models focus largely on improving individual competency. Individual competency alone, however, is no longer sufficient to create a workforce equipped to address the current complex challenges occurring at the organizational, community, and systems levels. The SWAA called for a shift in thinking. Recommendations included additional frameworks and assessment tools that: 1) respond more directly to community-level challenges, 2) address the social and structural determinants of health as root causes of public health issues, 3) identify effective learning approaches that build on organizational and community competencies, and 4) build an adaptive workforce that is collectively learning. In 2019, the PHLN formed a workgroup to explore the development of a Learning Framework and other workforce development tools based on the SWAA recommendations. The workgroup analyzed peer-reviewed literature, reviewed existing training and workforce development frameworks, and developed a Learning Framework as a foundation for a public health Learning Agenda. In addition to being introduced to the Framework, participants of this session will be able to articulate the benefits of developing a Learning Agenda to address systems change; and to apply tools from the Public Health Learning Agenda Toolkit (www.publichealthlearningagenda.org) to facilitate deeper stages of learning that increasingly impact systems change in their area(s) of focus. This interactive session offers an opportunity to apply tools, work through scenarios, learn from and share with peers committed to building an adaptive public health workforce, ready to address complex, systemic issues.","Slotid":"52100","BoothNumber":"","Editors":"","MaxPapers":"0","hasRecordings":0,"RefundedTransactionID":"","PodiumRecord":"0","LiveEventTechnology":"","TapingRelease":"","Planned":"","ParentList_SlotData":["SlotData/Session63499_Slot52100"],"TitleNote":"","ExhibitorAgreement":"0","Boothid":"0","FileConvertPermission":"","ChildList_Files":[],"ParentList_LiveEvent":["SlotData/Session63499_LiveEvent1375"],"VirtualAttendeeEnabled":"Yes","KeySpeakers":"","Credit_Disciplines_Codes":["ch","cph","mches","md","nr","op"],"publishCreditEval":"1","ClientRecorded":"0","Template":"li","ExpPaperCnt":"0","ReimbursementType":"","Playlist":"0","BoothApproved":"","ResearchType":"0","RecordURLs":"\r\n","SubmitterFullName":"","SortableTimeString":"2021-10-23_09:00:00_12:30:00","Clientid":"0","hasRecording":0,"CateringRequired":"0","OtherSponsor":"","VirtualMeetingURL":"","Tentative":"","YearCityPresented":"","WaivePaperFee":"0","Html_FileMap":"","ChildList_Role":["Role/918401"],"ChildList_Paper":["Paper/491685","Paper/491681","Paper/491690","Paper/491687","Paper/491688","Paper/491689"],"ParentList_ParentEntries":["Program/2127"],"BreakoutCount":"0","PlanningType":"0","Equipment":"","CreditsAllowOverlap":"0","Avail_OnDemand_ePoster":0,"DefaultDuration":"00:15:00","BillTo":"0","Keyword2":"","CECredit_hours":"3.50","_url":"Session/63499","PublicInformation":"","NoSymposiaSelected":"0","EstSeating":"100","KeyEvent":"0","ClonedFrom":"0","ThemeRelated":"0","Symposiumid":"0","_maxRefresh":"86400000","DownloadableFileTypes":[],"Proposed":"","DeleteComments":"","LiveEventRecording":"No","TransactionStatus":"","Target":"The primary audience for this Learning Institute will be those planning, coordinating, and funding workforce development and training efforts.
