Addressing opportunity youth through systems alignment

Since systems alignment is a critical aspect for preventing opportunity youth, this presentation will focus on a program, called Grads2Careers, that aims at bridging the workforce and school systems to create a career pathway for at-risk youth. A summary of facilitators and barriers to system alignment from an implementation research study will be presented, as well as key recommendations.

We will present data from the 2019 American Community Survey (ACS) on numbers, geographic locations, and sociodemographic characteristics of opportunity youth in Baltimore and will discuss challenges and opportunities regarding annual monitoring of opportunity youth at the city level.

Presenting a proposed federal policy agenda to expand opportunities and support systems for youth disconnected from education and the workforce. We will present a summary of cross-sector federal policy recommendations that address youth disconnection to education and employment opportunities, as well as the upstream determinants to disconnection.
