1004.0 Fiscal Implications of Health Reform

In order to ensure access to health care, the ACA increases coverage through Medicaid expansions and market restructure via state based health exchanges for moderate and lower income workers. Medicare will also see some changes through enhanced benefits for prescription drugs, increased prevention and wellness benefits and reductions in funding for Medicare Advantage Plans. In addition, health departments and community health centers have a broader role to play as many of their existing clients will now have insurance coverage. This session will focus on identification of emerging fiscal issues related to these changes, highlighting the current and future policy, administrative and process changes that must take place.
