A guide for conducting priority setting in community planning groups

HIV prevention community planning is a collaborative process through which health departments and community planning groups work together to design local prevention plans that best represent the needs of communities at risk for, or infected with, HIV. As described in the Centers for Disease Control and Prevention's Guidance for HIV Prevention Community Planning, a critical step in the process is to set priorities among HIV prevention needs for high-risk populations and interventions for each high-risk population. Although a challenging task, the priority setting process ensures that the community's views are taken into account when scarce HIV prevention resources are allocated. Under sponsorship from the CDC, the Center for Community-Based Health Strategies at AED has developed a technical assistance publication, entitled, HIV Prevention Community Planning: A Priority Setting Guide. This publication provides community planning groups and other entities that carry out health-related assessments and planning with a "how-to" guide to help them design, implement, manage, and update their priority setting process. The easy-to-use and exercise-based guide includes sample methods and lessons learned from health departments and planning groups across the country. This presentation will feature examples of priority setting processes and describe the new Priority Setting Guide. Participants will be invited to apply concepts from the Priority Setting Guide to their own planning and priority setting work in a range of public health areas.
