Needs Assessment for HIV/AIDS Care: Identifying Unmet Need

In order to better utlilize scarce resources, HRSA=s HIV/AIDS Bureau (HAB) has developed needs assessment and planning requirements under its programs, which provide funds for HIV/AIDS services for low income/under-insured persons living with HIV (PLWH) under the Ryan White CARE Act. HAB has also developed technical assistance resources on needs assessment to assist its grantees and planning bodies in conducting these activities. These include a written technical assistance guide and sample materials on conducting the following needs assessment activities: assessing the shifting demographics of HIV/AIDS cases through use of epidemiologic data; using co-morbidity data to identify populations impacted by HIV and other conditions such as drug abuse, TB, and STDs; preparing resource inventories and provider profiles to document existing resources; and conducting gaps analyses to bring various needs data together to document unmet/partially met needs.

Learning Objectives: At the conclusion of this workshop, participants will: Understand epidemiologic data concepts (e.g., prevalence data, cumulative data, estimating HIV cases in areas without HIV reporting) learn what epidemiologic data typically exist in an area, and understand how to work with public health officials in obtaining data. Learn how to gather, interpret, and use co-morbidity data from existing sources to better understand populations co-infected with HIV and other conditions. Understand how to compile resource inventories and provider profiles to document existing HIV resources. Learn effective ways to analyze needs assessment data from various sources in order to document unmet and partially met needs
