StarGuide stands for the Strategic Thinking Action and Reflection Guide and represents an integration of the five learning disciplines discussed in Peter Senge's "The Fifth Discipline" and the five necessary steps for developing an effective health intervention strategy. Funded through the Gates Leadership Training Program at Johns Hopkins University's School of Public Health, StarGuide's ongoing development is in response to the desire to enhance the training experience of present and future leaders from developing countries. The design of StarGuide reflects the recognition of positive and negative forces that influence the decision-making efforts of health professionals. The complex and urgent health problems that are subject to limited government and donor support represent some of the principal negative forces at work while the move to decentralize many health functions in the midst of rapid growth and change in health related technologies may represent some important positive forces. StarGuide, through the use of country specific health data and events, case studies in health leadership, and functional exercises, show users how they, as leaders, can exploit their country's existing conditions to their advantage when designing and implementing a health intervention strategy.
