Measuring organizational and individual capacity for heart health promotion in primary health care institutions

This study examines the process of development of instruments for measuring the level of organizational and individual capacity for heart health promotion within Alberta’s Regional Health Authorities. Capacity for heart health promotion is conceptualized as the political will, infrastructure and leadership necessary to implement heart health promotion initiatives. The Alberta Heart Health Promotion Capacity survey is a combination and modification of existing health promotion capacity surveys that were part of the Canadian Heart Health initiative in addition to surveys from other countries such as Australia. The instrument also measures individual and organizational levels of readiness (guided by Rogers’ (1995) Diffusion of Innovations for Organizations model) for dissemination of heart health promotion. Psychometric properties (reliability and validity) of the instruments will be presented. The tool may be used as both a research instrument and a diagnostic tool in assessing capacity for heart health promotion.
