Lessons learned in subcontracts/grants management: Experiences of the HS2004 Phase I project

The Haiti Health Systems 2004 (HS2004) project, funded by USAID and begun in 1995, is designed to help strengthen the health delivery system in Haiti through a network of service delivery institutions. This network of service provider agencies serves over 3,000,000 Haitians with the minimum package of services (MPS), which includes child survival (immunization, care of the sick child and nutrition) and reproductive health services (family planning, pre- and post-natal care and STD and HIV prevention). The NGO granting process evolved in four distinct phases: 1) institution based bridge funding, 2) population based provision of the MPS, 3) promotion of cost effectiveness and organizational development, and 4) pilot testing a performance based mechanism. From a system close to collapse to one that now has positive impact on the health of its target population, this paper will describe each phase, focusing primarily on management initiatives and showing improvements in efficiency and accountability. Through strong leadership, excellent tools and ultimately a strong partnership, the HS2004 network is a new force in Haitian Civil Society-one that is setting a positive trend.
