Kathleen Roe, DrPH, Community Health Education, San Jose State University, 3460 Sutcliffe Court, Walnut Creek, CA 94598, 925-944-0567, kmroe@pacbell.net

Some of the most powerful strategies for eliminating disparities in health are found in community-based, participatory health promotion programs. These programs address disparities by building, or extending, community capacity, assets, and vision. Such empowering approaches to public health and community building are best served by empowering approaches to evaluation. Core public health values, such as equity, diversity, dignity, and integrity are the framework for this kind of evaluation. Examples of these core values in action through empowment evaluation, and their power to address disparities in health, and in the evaluation process, will be discussed.

Learning Objectives: After participating in this session, participants will be able to: (1) identify components of an empowering approach to evaluation and (2) discuss how core public health values are embodied in empowerment evaluation
