Utilization and quality of family planning services: The evaluation of California’s Family PACT Program

The Family PACT Program has been successful in providing comprehensive family planning services to California’s diverse, low-income population. As defined in the legislative mandate for Family PACT, the program offers an array of family planning services that promote the delivery of high quality reproductive care in accordance with Program Standards. Family planning services include the provision of all contraceptive methods; STI/HIV screening and diagnosis; STI treatment; client-centered education and counseling, fertility evaluation, cancer screening; cervical dysplasia treatment; and preconception counseling but exclude abortion services. Providers formally agree to deliver services consistent with Program Standards related to informed consent, confidentiality, availability of options, cultural and linguistic competency, access to clinical and preventive services and reproductive health education and counseling.

Oral contraceptives (55%), barrier methods (29% of females and 90% of males), and contraceptive injections (19%) were the most popular methods provided by the program. The most commonly performed laboratory tests were for the detection of chlamydia and/or gonorrhea. Approximately 2/3 of female clients received cervical cancer screening. The quality of services was largely consistent with Program Standards.
