International disaster relief: Improving strategies for emergency response

Political instability and shifting global weather patterns have increased the demand for disaster relief in past years. Recent studies have shown that up to 40% of disaster relief effort directed toward complex humanitarian emergencies (CHEs) and natural disasters is inappropriate and undermines local capacity to respond to emergency situations. In recognition of this issue, AmeriCares, a private, non-profit disaster relief and humanitarian aid organization, seeks to refine its respons to complex emergencies and natural disasters. To accomplish this goal, AmeriCares seeks to develop initial response protocols and guidelines for predetermining appropriate medical material and personnel needs for two types of disaster: CHEs and category 4 and 5 hurricanes.

Specifically, the study will initiate the following measures:

1) identify local contextual factors which influence emergency response, including, but not limited to, geographic location, culture, political climate, and immediate and longer-term service needs of affected populations and health systems 2) analyze a range of data, both qualitative and quantitative, to predetermine medical needs in CHEs and category 4 and 5 hurricanes, with respect to the above factors 3) formulate detailed response plans for CHEs and category 4 and 5 hurricanes 4. develop guidelines for "health kits" meant to support a population of 10,000 for a period of 90 days

The development of a decision tree and health kits may serve as a model for other humanitarian aid organizations and thereby contribute to the goal of reducing inappropriate deployment of relief supplies.
