The Health Agency Training Program utilized multiple methods to evaluate each stage of the project. Evaluation efforts were multidimensional and focused on both the process and outcomes related to the training program. During Phase 1, the process of on-site delivery of courses was evaluated using a participant registration form, minute papers and a course evaluation. These tools provided initial feedback concerning the appropriateness of the course methods and materials, and administrative data collected from the registration form were used to track the number and characteristics of participants. Participant educational outcomes were measured using a pre-test/post-test design and a six-month follow-up questionnaire. Phase 2 of the program incorporated a Train-the-Trainer model and distance technology to enhance the sustainability of the training. The Train-the-Trainer program was evaluated based on its fidelity to the proposed model. Trainers received a direct evaluation by program faculty through observation of teaching, and trainers also participated in a self-evaluation process. Presentations which incorporated distance technology were also evaluated. The content of the distance presentations was evaluated by state program staff, and the presentations were evaluated by participants at the distance sites. This presentation will describe in detail the evaluation tools and results from this multi-faceted training program.
