Evaluating School-based telecommunications projects

The Texas Telecommunications Infrastructure Fund (TIF)was established by the Legislature of Texas to provide telecommunication infrastructure to rural and economically disadvantaged populations. Four entities were identified as the eligible recipients of grants to be distributed by TIF. These include schools, libraries, non-profit health service agencies/hospitals, and higher education institutions. Schools received a large portion of the grants distributed during the first two years of TIF operations.

The study reported in this paper identifies the methods by which the school-based telecommunications infrastructure projects were evaluated. Also, it describes the levels of satisfaction expressed among members of the Telecommunications Infrastructure Board with the ways in which the school-based telecommunications infrastructure projects funded during the first two years of TIF operation were evaluated. Finally, it recommends evaluation methods that offer the greatest prospects for satisfying the members of the TIF Board in the future.
