Special Kids Network: A cycle of service for children with special needs

The Special Kids Network (SKN) is a statewide information and referral service combined with a community systems development component designed to improve access to services for Pennsylvania families who have children with special needs. The unique design of SKN is comprehensive in scope and regional in execution, and anticipated the spirit of Pennsylvania's State Health Improvement Plan, which links the Department with regional and community coalitions and agencies to address service needs.

The SKN is decentralized into six regional offices, each staffed with certified telephone counselors. Callers access SKN through a toll-free number, which automatically connects them to a counselor in the regional office nearest the origin of the call. SKN counselors utilize a comprehensive, resource database to link callers with requested services. The database contains over 8,000 service providers who offer over 103 distinct services in six broad categories: education/training; health care products/services; recreation/leisure; social service/counseling; support/advocacy; and therapy. Through a single point of contact, SKN provides callers with a personalized, yet comprehensive service.

Data collected and entered into the caller database, yields valuable information that is used to improve services for children with special needs. Six regional SKN Directors for Community Systems Development utilize this information to identify service gaps and mobilize regional action aimed at enhancing existing services or developing new ones. A complete cycle of service resulted from the creation of SKN, which has enabled the Department to more broadly serve children with special needs by emphasizing collaboration and community-driven systems development.
