Objective: This study evaluated the extent to which HIV/AIDS service providers adhered to established protocols in treating or providing services to those affected by HIV/AIDS in a primary medical care setting. Methodology: Site visits were conducted on 17 service providers in the the north east and 564 primary medical care charts were reviewed. Information on anti-retroviral medications offered, PCP prophylaxis, Mycobacterium avium medication, CD4 counts, immunization records, PAP smears for females, complete blood counts, PPD, syphilis serology, viral load, chest x-ray and patient education with regard to safer sex, needle use and medications were collected. In addition, 54 patients were interviewed for patient satisfaction on the quality and range of services received. Findings: The range of compliance varied according to agency size and staff training. There was inadequate patient documentation with regard to patient education. There is need for standardized training for staff of service providers with respect to uniformity in data collection and laboratory tests.

Learning Objectives: To identify ten indicators for evaluating the performance of HIV/AIDS Service Providers. Procedure for primary care chart review
