Steven Asch, MD, PhD, The RAND Corporation, 1700 Main street, Santa Monica, CA 90407-2138, 310-393-0411,ext.7411, ashe@RAND.org

This project developed and tested a clinically-based method for assessing the quality of care delivered for a broad range of services in managed-care health plans. It focused on the quality of care delivered to women under 45 years of age who were enrolled in Medicaid. The validation was conducted using plan medical records and encounter data in combination with administrative data. The quality of care indicators were selected using panels of expert physicians, existing quality indicators from other sources, and relevant research and clinical practice standards.

Learning Objectives: 1. To place a new system for measuring global quality of care for women within a conceptual model for recent quality measurement initiatives. 2. To present the methods the new system uses. 3. To present results from testing the system in a group model health plan
