Developing and negotiating contracts with managed care organizations and other health providers

General Description: With new players providing services traditionally delivered by public health departments, new opportunities for collaboration exist between different sectors of the health system. In response to these market changes, some public health departments across the country have begun to contract out the provision of some or all clinical services. In order to develop and negotiate these contracts, public health departments must evaluate the costs of their services, develop performance targets for service provision, and craft comprehensive monitoring and data collection plans as part of their responsibility for ensuring the public’s health. During this session, we will review the process (activities and timelines) for public health departments to develop and negotiate contracts with other health services providers. Additionally, we will present the key components (content) of a contract from the perspective of a public health department using an actual public health department contract as a case study.

Learning Objectives: Step 1: Participants will acquire an understanding of the process components a public health department should consider prior to contract development and negotition. Step 2: Participant should be able to identify the data necessary to evaluate the costs of their services; identify performance targets for service provision; and develop a monitoring plan for any proposed contract. Step 3: A) Recognize the importance of the "process" of developing and negotitating contracts with other health services providers, and able to list the components included in the "process" B) Understand the importance of evaluating the cost of their individual services and the means by which the calculate the unit cost
