Collaboration between health departments & schools of public health to improve STD/HIV education, testing & counseling for women

Annual needs assessment has been conducted with clinicians and professional staff at Houston Department of Health & Human Services (DHHS) since 1993 to determine their learning needs in relation to organizational mission and service delivery. Faculty from University of Texas School of Public Health (SPH) and the specifically the (former) Texas & Oklahoma AIDS Education and Training Center (AETC) have collaborated to assist educational design, learning activities, and on-going evaluation. "Quality Improvements" (QI) initiatives may involve political, or strategic planning out of the ordinary committees. Cooperative planning has resulted in creating cumulative educational activities that build on previous knowledge, attitudes and clinical practice. This presentation focuses on the process and provider training which increased education, testing & counseling of pregnant women in Houston clinics. Needs assessment results, assessment tools, program design and evaluation tools, process and outcome evaluation results will be described. Health department staff may utilize some of these methods to strengthen collaborative, cooperative relations with schools of public health in order to further women's health service needs as well as meet provider needs. Samples of materials and resources will be distributed to session participants.

Learning Objectives: At the conclusion of the presentation, the participants should be able to: 1) Identify the educational program planning model used for clinicians in a health department setting. 2) Describe the assessment, strategies and evaluation tools utilized in this women's STD/HIV education, testing & counseling QI initiative. 3) Discuss the training results and recommendations to utilize with other health departments and schools of public health
