Abstract #16683

Efforts to Expand Health Insurance Coverage in New York State and Elsewhere

Richard Gottfried, Chair, Health Committee, New York State Assembly, Legislative Office Bldg., Room 823, Albany, NY 12248, 518, 455-4941, gottfrr@assembly.state.ny.us

The Chairman of the Health Committee of the New York State Assembly will discuss the expansion of health insurance coverage through New York State's Health Care Reform Act and through initiatives in other states.

Learning Objectives: 1. Survey the history of how various state legislatures enacted legislation that expanded health insurance coverage 2. Evaluate the quality of that legislation. How far does it go toward universal coverage? Is it expandable to groups that are not yet covered and/or services that are not yet covered? Is it based on some underlying principle or is it just grabbing what you can get? 3. Evaluate the next steps. What are prospective strategies for further improvement in insurance coverage? What are the merits/ weakness of each prospective strategy?
