Abstract #16686

Are State Initiatives Bringing Us Closer to the Goal of Universal Health Insurance

John McDonough, Institute for Health Policy, Brandeis University, Waltham, MA, , N/A

The former chair of the Health Committee of the Massachusetts House of Representatives will evaluate whether the various state initiatives are bringing us closer to the goal of universal coverage. He will also examine prospective strategies for further improvement in insurance coverage.

Learning Objectives: 1. Survey the history of how various state legislatures enacted legislation that expanded health insurance coverage 2. Evaluate the quality of that legislation. How far does it go toward universal coverage? Is it expandable to groups that are not yet covered and/or services that are not yet covered? Is it based on some underlying principle or is it just grabbing what you can get? 3. Evaluate the next steps. What are prospective strategies for further improvement in insurance coverage? What are the merits/ weakness of each prospective strategy?
