Implications of the 2000 Elections on Safety Net Providers

Carmela Castellano, Esq., is a 1991 graduate of Yale Law School and serves as the Chief Executive Officer of the California Primary Care Association (CPCA), an organization of over 450 nonprofit, community-based primary health care clinics, whose mission is to promote and facilitate equal access to quality health care for individuals and families through organized primary care clinics and clinic networks.

Prior to joining the CPCA, Ms. Castellano served as the founder of the Latino Coalition for a Healthy California, a health care policy and advocacy organization seeking to improve access to health and human services for California's Latino population. Ms. Castellano also served as Managing Attorney with Public Advocates, Inc., a public interest law firm in San Francisco.

Carmela Castellano is a member of the National Health Service Corp's National Advisory Council. She has served on the Board of Directors of the Chicana/Latina Foundation, the Mission Neighborhood Health Center, and the California Adolescent Nutrition and Fitness Foundation. Ms. Castellano is Chair of the Department of Health Services' Cultural and Linguistic Standards Task Force. In February of 1996, she was listed in the Medical Herald's Who's Who Top 20 in Latino Medicine.

During this session, Carmela Castillano will discuss the likely impact of both the recently held 2000 presidential elections and the changes in the new Congress as they relate to funding and other opportunities for safety net providers, including community non-profit clinics and public hospitals. The presenter will assess the prospects for likely actions early in the session.
