Were racial and ethnic disparities in health reduced during the past decade? Evaluating the second goal for Healthy People 2000

One of the three broad goals for Healthy People 2000 was to reduce health disparities among Americans. Among the special population groups targeted for many of the 319 objectives were blacks, American Indians and Alaska Natives, Asians and Pacific Islanders, all Hispanics, Mexican-Americans, Puerto Ricans, and Cubans living in the 50 States and the District of Columbia. This presentation will serve as a bridge from the Healthy People 2000 goal to reduce health disparities to the Healthy People 2010 goal to eliminate health disparities.

Healthy People 2000 contained a total of 201 race and Hispanic-origin special population subobjectives and 4 compound objectives addressing the minority populations most at risk. At the time of the midcourse review in 1995, approximately the same proportion of minority subjectives and objectives (51%) showed progress toward the year 2000 targets as Healthy People 2000 objectives for the total population (48%). However, significantly more minority subobjectives and objectives were moving away from the targets (30% versus 18% for year 2000 objectives for the total population). An additional 2% showed mixed progress or no change from baseline, and 17% had no data with which to evaluate progress.

This paper presents the final status of progress on objectives and subobjectives for each race and Hispanic ethnic group for the decade of Healthy People 2000. To answer the question, "Were racial and ethnic disparities in health reduced over the past decade?" an evaluation of the disparity between objective/subobjective status for the total population and for minorities will be presented.

Learning Objectives: 1. Increase awareness of final assessment of progress towards the Year 2000 objectives for racial and ethnic minorities. 2. Identification of specific objectives at increased risk for adverse health outcomes. 3. Increase understanding of the relationship between the Healthy People 2000 and 2010 objectives for specific population groups
