A final assessment on the progress of low-income related objectives in Healthy People 2000 and its transition into Healthy People 2010

As the Nation's agenda for improving the health of all Americans by the year 2000 comes to a close, this presentation examines the progress made by Healthy People 2000 in the area of low-income. At the "People with Low-Income" Progress Review with the Surgeon General/Assistant Secretary for Health in 1997, of the 32 objectives/subobjectives that tracked persons with low income, 4 met their target, 11 made progress toward the target, 6 moved away from their targets, and 8 could not be assessed due to the lack of data. For the 11 objectives/subobjectives that tracked people by education status, none had met their targets, 7 had made progress, 1 moved away from its target, 1 showed mixed progress, and 1could not be assessed. Using the last year of data updates for Healthy People 2000, a final assessment will be presented on the progress made in this area. In addition, the groundwork for Healthy People 2010 will also be addressed. Over 350 of the 803 measures in Healthy People 2010 track socio-economic status (income or education status). An overview of the objectives tracking SES, their measurability, and data issues related to the collection of this information will be discussed.

Learning Objectives: 1. Increase awareness of final assessment of progress towards the Year 2000 objectives for people with low income. 2. Identification of specific objectives at increased risk for adverse health outcomes. 3. Increase understanding of the relationship between the Healthy People 2000 and 2010 objectives for specific population groups
