The AIDS Education and Training Centers have developed an array of strategies to target and prepare providers in underserved communities to develop HIV competence and programs. The Midwest AIDS Training and Education Center has developed specific approaches to reach providers in underserved communities that have been implemented in our six state areas. These models provide access and support for education, training, skill development and resource information for providers who work in community health centers or other community based health settings who are beginning to experience higher numbers of HIV affected individuals in their caseloads. The Targeted Clinic Model is as an outreach tool focused on a clinic or agency within a minority community that is not currently providing HIV care to a large number of clients. The focus for this outreach effort is primarily on clinics in our region that do not have HIV-specific funding at this time, or clinics who have received Title III planning grants or are interested in pursuing Title III funding. With this approach, MATEC forms a partnership with these clinics, offering training, technical assistance, and consultation and, in return, we ask that the clinic leadership make a commitment to expand HIV care within the clinic. A baseline measure of HIV activities is obtained through staff surveys and will then focus on providing the necessary interventions to expand and improve care. This intensive program is targeted to only a small number of clinics in each site.
