Dawn Chin-Quee, PhD, Health Services Research, Family Health International, P.O. Box 13950, Research Triangle, NC 27709, 919 544 7040, dchinquee@fhi.org

This study was conducted in 1999 and 2000 to assess the impact of new service delivery guidelines for reproductive health in Paraguay. Beyond an overall assessment of adherence to new guidelines, the study used a quasi-experimental design to determine whether enhanced dissemination techniques would improve provider compliance. Qualitative methods were also employed to assess reasons why providers denied clients access to particular services.

Learning Objectives: At the end of this presentation, attendees will be able to describe why reproductive health care providers in Paraguay have not adhered to new clinical guidelines for service delivery
