Federal and state policy options for assuring coverage of low-income women in light of welfare reform

This presentation will discuss federal and state-level policy options for assuring that low-income women do not lose out on health care coverage as a result of welfare policies aimed at deterring families from enrolling in welfare and at moving welfare recipients quickly into jobs. Topics to be addressed include federal efforts to see that coverage is restored for families who improperly have lost Medicaid as a result of leaving welfare, as well as the status of state-level efforts to implement the delinking of health care and welfare, expand coverage broadly to low-income working parents, and re-make Medicaid as a health insurance program.
