Educating Nurses to Promote Health and Human Rights

Clare M. Conner, PhD(c), RN, CS, School of Nursing, University of Vermont, 207 Rowell Hall, Burlington, VT 05405-0068, 802-656-3052, cconner@zoo.uvm.edu

The Health and Human Rights framework recognizes the need for a holistic and inclusive global perspective to achieve health for all. The UN "proclaims this Universal Declaration of Human Rights as a common standard of achievement for all peoples and all nations, to the end that every individual and every part of society, shall strive by teaching and educating to promote respect for these rights and freedoms and by progressive measures ... to secure their universal and effective recognition and observance". This document addresses the right to a standard of living that provides the opportunity for health through adequate food, clothing, housing and medical care and social services, and the right to security when unable to meet those needs independently. Nurses, whose mission is to provide holistic care in many settings, are well suited to provide leadership and advocacy in this area. Nurses recognize that many factors affect the ability to achieve and maintain health independent of the health care system. We address these in health promotion and disease prevention concepts. This presentation suggests that we enhance the student's exposure to health and human rights issues by expanding the current frameworks to include those barriers to health that have health and human rights implications. These may include access to services, civil strife, inhuman working conditions, and discriminatory practices toward women, people with HIV/AIDS, and others. The desired outcome is a well-educated nurse with a basic understanding of his or her role in the global community.
