In 1987 community-based rehabilitation (CBR) approach based on World Health Organization’s Model was introduced in Vietnam. In 1992 for the first time a non-governmental organization (NGO) was formed locally to plan, implement, and evaluate the CBR approach in North Central part of Vietnam. The program is currently being implemented in ten districts in the provinces of Thai Binh, Nam Dinh, Ha Nam, Hoa Binh, and Ninh Binh and has been able to affect 24.6 percent of persons with disability (PWDs) in need of rehabilitation in this region. The purpose of this study was to conduct a participatory evaluation using the SWOT (strengths, weaknesses, opportunities and threats) framework utilizing the principles of Freirian praxis. Participatory data collection was done at village and commune levels through semi-structured interviews. Data from district, provincial and central levels were collected through focus group discussions. The data was then critically examined against the five principles of the WHO approach: utilisation of available resources, transfer of knowledge, community participation, utilisation and strengthening of referral services, and multisectoral approach. Specific strengths were found in three of the five above areas and have been discussed in the study. The study also compares the data with experiences of other CBR programs in the country.
