The presentation describes Texas' efforts to implement a bioterrorism detection and response system, and the role that the Health Alert Network (HAN) plays in that system. The role of the Texas Department of Health (TDH) is described within the context of the TDH Regional Offices; and the Local Health Departments (LHD). In Texas, LHDs are independent from the TDH, so participation by the LHDs was not a certainty. This feature of the Texas landscape affected implementation of the project more than any other. Project officials tailored governance and decision-making mechanisms to accommodate the independence of LHDs. Regional Technology Committees were formed, a Memorandum of Understanding was drafted based on local input, and local officials were included in the statewide Bioterrorism Steering Committee in order to gain their cooperation. Since Texas uses a Local Response model for Bioterrorism response, local and regional plans needed to be coordinated into the overall statewide plan. TDH also assisted LHDs to leverage state funds available for Internet connectivity. Technology features of the HAN such as its streaming video capability for distance learning, and its Voice Video and Data capability are described. Finally, cost savings features are detailed, such as the centralized statewide procurement of equipment and services.
