Using a tool we designed, we evaluated a representative sample of California health departments' capacities to meet statutory requirements in two core areas: vital records/data and communicable disease. The external assessment team was composed of content area and public health administration experts, and county staff participated with the team and advisory committee in evaluation findings debreifing. Findings from our assessment, recommendations for future measurement methods, and policy implications to improve and strengthen local health department infrastructure will be presented.

Learning Objectives: To familiarize public health professionals with a tool for assessing local health department capacities and resources; to increase understanding about the linkage between local health department capacities and resources and the need for policy changes to improve public health infrastructure
