This study had two specific aims: first, to conduct an extensive literature search to identify those factors that contribute to the lack of access to Medicaid and CHIP programs for young children, and second, to identify the literature in dentistry that focuses on access to Medicaid and CHIP programs. Methods: To ascertain the situation in dentistry we undertook an extensive review of the literature. The following literature data bases were searched: Orion, Medline/HealthSTAR, PsycINFO, American Business Index, ERIC, Sociological Citations Index, Lexis Nexis, Current Contents, Internet, National Governor's Association's Publications, National Maternal & Child Health Bureau' Publications, U.S. General Accounting Office Publications, Health Care Financing Administration (HCFA). Conclusion: Barriers to Medicaid are: 1) Communication, respect and understanding among the major stake holders; 2) Financing and funding; 3) Medicaid policies and administrative procedures; 4) Supply and general distribution of dental service providers; 5) Valuing oral health. This presentation will focus on these issues. The American Dental Association supported this research.
