As of January 31, 1999, the National Cancer Institute’s State Cancer Legislative Database (SCLD) contained over 2,555 records—over two-thirds of which related to tobacco control. The majority of the tobacco control laws summarized in SCLD relate to the following topic areas: (1) excise taxes; (2) exposure to environmental tobacco smoke; (3) restrictions on minors’ access to tobacco products (including access through vending machines and the distribution of tobacco product samples); (4) licensing of tobacco product vendors; (5) measures designed to recoup funds from the tobacco industry for tobacco-related health care expenditures; (6) school and public health education activities; (7) smokers’ rights; and (8) restrictions on tobacco product advertising and promotion. This presentation will provide an overview of state legislative actions in the aforementioned topic areas and will summarize the extent to which the states (collectively and individually) have enacted legislation in these topic areas.
Learning Objectives: At the conclusion of this presentation, participants will be able to: (1) identify the major categories of tobacco control legislation contained with SCLD, and (2) review the nature and extent of state tobacco control legislation
