Developing a national system for evaluation capacity building

To assist health departments in evaluating HIV prevention activities, a federal agency has developed a comprehensive evaluation guidance and data system. To support the implementation of this guidance, the federal agency has developed a national system for capacity building using technical assistance, training, and technology transfer. The purpose of this presentation is to discuss implementation of the evaluation guidance and subsequent training, technical assistance, and technology transfer activities. Specifically, we will describe the national system for evaluation training and technical assistance, including a description of the areas of evaluation that this system will cover (e.g., evaluation design), who will receive assistance (e.g., health departments), and who will provide the assistance. In addition, we will present guidelines for implementing the evaluation guidance in health departments and discuss the implications for technology transfer. The perspectives of health departments in the development and implementation of the national guidelines for program evaluation and the national system for capacity building will be provided.

Learning Objectives: During this session, presenters will describe a national system for evaluation capacity building, which includes training and technical assistance, a national guidance on program evaluation for HIV prevention programs in health departments, and evaluation technology transfer. At the conclusion of the session, participants will be able to identify the steps for constructing a national system for evaluation capacity building; discuss issues in implementing evaluation activities for HIV prevention at a national level; and recognize the important steps in technical assistance, training, and technology transfer to support this system
