Integrating evaluation into a community cancer control program

The South Carolina BCCEDP utilized an evaluative framework, Integrated Program Development (IPD), to facilitate the planning of a data system for the recruitment and retention component of this cancer screening program. The new system needs to be useful to the different members of the Public Education team as well as program management. It also needs to be compatible with the current program data system. Through a joint effort between the Public Education team and the evaluation staff an ASC BCCEDP Public Education Map was created depicting Public Education activities centered around task force development, recruitment of community women into the program, and return of these women for a yearly rescreening. In addition, this map indicated where information was collected and how the information was to be used. The map provided program staff with a unique tool that showed how the Public Education team and other program components linked to support recruitment and retention goals, what current information was available, and what information gaps existed. With the evaluation team, the Public Education team developed a data collection system that was meaningful for the outreach workers. The IPD framework and the map will be described in more detail showing how this approach helped the SC BCCEDP by 1) clarifying the nature and purpose of Public Education activities, 2) providing direction in the development of a meaningful data system, 3) increasing the support for and efficiency of the Public Education team to reach its objectives.
