Integrating the Children's Health Insurance Program Into the Operations of a Health Organization: The Sinai Health System Example, Chicago, IL

Sinai Health System responded to KidCare, the State of Illinois' new health insurance program for pregnant women and children, by integrating it into its mission of serving the community. As a result of the Balanced Budget Act of 1997, KidCare extended health insurance coverage to more than 41,000 uninsured children under age 18 and 2,900 pregnant women in Illinois. Identifying and enrolling these individuals in the program is challenging. Linking them to a health care provider also calls for creative strategies.

This presentation will discuss strategies for health organizations to successfully identify and enroll children and pregnant women in new State-based insurance programs. Sinai is located in Chicago's westside, an area known for its high rates of economic poverty. Sinai has incorporated KidCare into the daily operations of Mount Sinai Hospital and its 30 clinic system. Some of the strategies include: centralizing KidCare functions under one department; developing a staff training program with monetary incentives; converting Healthy Start/Medicaid Presumtive Eligibility applicants to KidCare clients; offering 24 hour assistance; and linking KidCare beneficiaries to a Sinai provider. Partnerships were established with the Chicago Public Schools, local businesses and organizations. A close relationship with the State is essential. This presentation also will address failed strategies. It will be followed by a discussion of current statistics and ideas for health organizations in States with similar programs.

Learning Objectives: The session will prepare participants to: 1) identify low-cost strategies for contacting KidCare eligible patients/clients; 2) develop a training model to motivate staff; establish partnerships with the community to increase awareness; 3) and link KidCare applicants/beneficiaries to a health care provider
