A collaborative project involving Craig Hospital, the Colorado Department of Public Health and Environment (CDPHE) Survey Research Unit, and the Centers for Disease Control and Prevention (CDC) has utilized the state-wide, population-based Behavioral Risk Factor Surveillance System (BRFSS) to investigate disability. The 1999 Colorado BRFSS incorporated the Quality of Life module with state-added disability questions to measure activity limitations and quality of life. A short form of the Craig Handicap Assessment and Reporting Technique (CHART-SF) was developed and utilized as a second BRFSS module to measure the extent of participation individuals demonstrated as active and productive members of society, well integrated into family and community life. The Craig Hospital Inventory of Environmental Factors (CHIEF) was developed and implemented as a third BRFSS module to measure the nature and magnitude of environmental barriers (physical, attitudinal, and policy) that limited full participation. Data from over 2,200 general population BRFSS respondents (including approximately 25% with disability) will be presented in four papers, one focusing on each of the three modules, and a fourth paper focusing on the interrelationships among disability, participation, and environmental factors as a test of conceptual models of disability.
