California Public Health Nursing Systems Model

Public health nursing is a multifaceted and complex discipline, which is difficult to describe. Multiple professional public health nursing organizations have issued statements to clarify definitions of public health nursing. Many of these focus on the various components of the practice rather than on a universal public health nursing system model resulting in a fragmented practice that more ofthen than not is limited to the provision of services funded through categorical dollars. Most public health nursing programs are not funded to do population, community, or systems oriented work, which is the foundation of the practice. The California Conference of Local Public Health Nursing Directors (CCLHDND) became concerned about the lack of a standardized public health nursing model for several reasons: (1) limited scope of practice based on categorical funding; (2) lack of standardization of practice methodologies; (3) lack of ability to measure outcomes. Consequently, CCLHDND developed a Systems Model for public health nursing practice in California. The model identifies the: (1) various components of public health nursing practice; (2) infrastructure requirements to assure delivery of the various components; (3) tools required to standardize the practice; (4) continuous quality improvement process necessary to assure outcomes and quality of service delivery.

CCLHDND is pleased to present California's Public Health Nursing Systems Model which has statewide as well as national public health nursing significance. The model articulates the broad scope of public health nursing practice and is congruent with the origin of public health nursing which includes systems, community and population based work as well as working with individuals and families.
