Purpose: This presentation explores the issues, models and science related to determining the impact of investing in the public health workforce on health outcomes. Results of econometric modeling using existing data sets will be presented and recommendations for promising areas for research discussed.
Abstract: This presentation briefly explores the issues, models and science related to determining the impact of investing in the public health workforce on health outcomes. For over a decade, numerous reports have identified the critical needs and challenges of assuring a workforce prepared for 21st practice. During the past two years, the Centers for Disease Control and Prevention in collaboration with a broad array of partners in academia and practice outlined a strategic plan and complimentary implementation plan to strengthen preparedness at the front lines of public health. As part of this effort, the Research and Evaluation expert panel workgroup developed a logic model to describe the complex relationships between individual worker competencies, work/leadership context, organizational capacity, organizational performance (essential public health services) and health outcomes. Econometric modeling provides useful insights into how these “puzzle pieces” might fit together to produce changes in community health status. The presentation provides guidance on key research questions and indicates types of data needed for future research. Preliminary findings will be presented using data from national household and health department surveys.
