Situation analysis of the national health information system in Haiti: Options for the future

In early 2002, the MEASURE Evaluation project and its governmental partners conducted a situation analysis, as part of an extensive effort to restructure the national public sector health information system in Haiti. The purpose of this study was to identify the strengths and weaknesses of the system, including obstacles to effective use of routine information for management and monitoring of health system operations. The assessment consists of three parts: a descriptive study of health information system structure currently used by the ministry of health; a quantitative assessment on HIS performance in a sample of health facilities (first, second and third tier) in two departments (or districts): South and Southeast; and an assessment of information technology needs throughout the country to determine the feasibility and utility of introducing computer technology. In addition, data management and use and the HIS environment (usefulness of HIS, workload, training, problems they encounter, etc.) were assessed using key informant interviews and focus group discussions with public sector department level managers, data collectors and users at facility level. This paper presents the findings of the three assessments and outlines possible strategic choices for restructuring the health information system and promoting greater use of health data in Haiti. The results of the situation analysis will inform the design of strategies for improving performance in the collection and use of routine health information throughout the country.
