Many efforts to improve performance in the collection and use of routine health information in developing countries have resulted in short term improvements in data collection and use, but have failed to ensure lasting benefit to the health system. This discussion sponsored by the Routine Health Information Network (RHINO), focuses on four critical design issues to consider when launching interventions to strengthen routine health information systems in developing countries. The first paper uses a case example from Haiti to present challenges to designing system improvements in a resource poor and politically volatile environment. In the second paper, the author explores the pros and cons of computerization, a strategy often proposed to address a range of inadequacies in routine health information systems. Examples from Pakistan, Bhutan and South Africa are used as the basis for guidelines on applying computer technology. The third paper concerns the role of stakeholders in the design of information systems, and its implications for data use. The final paper discusses the importance of creating health information systems that reflect the needs and abilities of data users, particularly busy managers. All presenters will use a variety of formats: discussion groups, presentations, and debate to illustrate these important design issues and offer guidance to information system planners and managers. | |||
Learning Objectives: At the end of this discussion, participants will be able to: 1. describe four critical issues is the design of routine health information systems, using country examples; 2. apply tools or strategies in these four areas to improve the effectiveness of interventions aimed at strengthening routine health information systems and their components. | |||
