Strengthening organizational data analytic capacity: MACH2010

Maternal child health data is increasingly available to community agencies and health departments. Although timely data is welcome, many agencies find themselves lacking staff with the requisite skills to effectively use it. Training is the logical answer options, however options are typically limited requiring a significant investment of money and/or multiple days away from the worksite. MACH 2010, a CDC funded program, designed to address this agency level need in New York State, focused on building institutional, not just individual capacity. Now in its third year, MACH provides a combination on-line/on-site nine-month program for agency staff involved with data management and program development. The 30 students each year represent a range of positions and agencies (geographically disbursed across the state). Enrollment requires supervisor approval. Each on-line module (7 total) includes pre/post-testing, web-work, homework, readings and lecture. Content ranges from concepts and definitions to skills development. Students work on a project of their choice throughout the program. Instructors provide feedback to all submitted work. Program staff provide individual technical assistance as needed. Completion rates for Year One enrollees approached 78 %, with similar rates for Year Two students. Test scores showed statistically significant improvement over the course of the program and for individual modules (average: pretest 66%; posttest 88%). Students perceived improved comfort with Internet use and resource and database skills. The unique features of the MACH2010 program will be demonstrated as the audience is taken on a tour of the program components, student results (Year One and Two) and outcomes.
