How to manage your money: Pointers on grants management, information systems and day to day operations: The Public Health Nursing and Nurse Managed Health Center Perspective

The learning curve regarding grants and contract management in tandem with day-to-day operations and oversight of a clinical data and billing system can be daunting. The acquisition of fiscal knowledge and administrative skill sets is further challenged by internal institutional factors as well as external local, state and federal requirements. Increasingly public health nurse administrators must make complex decisions regarding sound fiscal oversight, reporting requirements, personnel deployment, work productivity, programmatic outcomes, data analyses etc. Money awarded for programs must be allocated wisely and justified to the granting organization. Public health nurses, particularly those involved with nurse managed health centers, must possess the operational savvy to know the bottom-line and if necessary make unpopular programmatic decisions. This presentation describes the learning curve of the Director and Operations Coordinator involved in the oversight of one nurse managed health center. In 2001 – 2002, the nursing center budget totaled 3.9 million dollars with 22 active grants. There are 35 employees in three urban sites. The acquisition of knowledge and particular skill sets has been essential to make this nursing center model work within the larger institution as well as be responsive to public health needs. Pointers regarding fiscal management, personnel productivity, record keeping and other related administrative responsibilities will be shared. Emphasis is placed on acknowledging the ‘personality” of an institution and what supports are available to nursing center administrators dedicated to 100% access, 0% disparity and the education of students to enter the 21st century workforce.
