Turning Point�s Leadership Development National Excellence Collaborative, funded by the Robert Wood Johnson Foundation in 2000, is a multi-state collaborative whose mission is to �increase collaborative leadership capacity across sectors and at all levels.� A four-year funded project, the collaborative, is comprised of representatives from seven Turning Point states�Colorado, Louisiana, Minnesota, Nebraska, Oklahoma, South Carolina, and Virginia-- and national partners, from organizations such as NACCHO, ASTHO, CDC, and HRSA. It has conducted extensive research on the effect of collaborative leadership on community health improvement and how collaborative leaders in public health and other sectors learn collaborative leadership skills. Research includes two surveys given to national state, and local collaborative leaders, an extensive literature review by Carl Larson, "Collaboration and the Turning Point Initiative," and convening of a leadership development expert panel from public health and other sectors. Using this research, collaborative leadership tools and models have been developed that can be used by leadership development training programs like national, regional and state Public Health Leadership Institutes and within state and local health departments.
