Establishing a computerized patient record system for the underserved in the District of Columbia

This paper outlines the experience of the District of Columbia’s Department of Health (DOH) in establishing a computerized patient record system. DOH implemented this endeavor in October 2001 with match funding provided through a grant awarded by the U.S. Department of Commerce, National Telecommunications and Information Administration--Technology Opportunities Program. The effort involves a technology transfer of the Computerized Patient Record System (CPRS) of the Veterans Administration (VA) Medical Center in Washington, DC--a recipient of the 2000 Government Technology Leadership Award.

This seminar will highlight the project strategy and activities, demonstrating the various challenges and opportunities inherent in such an effort. Of particular interest is the factors that relate to securing funding to maintain the project, roll-out of project activities, project staffing, and establishing and maintaining partner involvement These lessons learned are shared in light of the current trend to adopt CPRS. The discussion should prove of particular interest to community-based organizations that clearly are likely to be the final frontiers for the establishment of CPRS, unless provided guidance on how to ensure and speedy their access to such technology.
